The workable arrangement defines both the number of rounds and what a round is. A round means consolidated feedback delivered at once, not a change request trickling in daily for three weeks. Two rounds at the design stage and one after build is typical for a small site. Just as important is separating revisions from new scope: adjusting a layout is a revision, adding three pages that were never discussed is new work with its own estimate. Say that plainly in the proposal and nobody has to have an awkward conversation about it later.
